Homeless Advocacy Working Group

POSSIBLE OPTIONS FOR EXPANDING & INITIATING HOUSING & SHELTER PROVISIONS FOR HOMELESS PERSONS & HOUSEHOLDS​

(HAWG  PROGRAM  PRIORITIES )

1.    Revise Oakland Planning Code, Section 17.103.015 (Sept 27, 2017)   
        (The 2017 amendment permitted "Emergency Shelters," by-right, in designated areas of the City. In alignment with the current "expansion" ordinance, the adopted Emergency Shelter Ordinance, and the State's Declaration of a Homeless Emergency, the prior 
Code amendment should be reviewed and revised for construction and/or installation  -- "by-right" -- of the several shelter options permitted by the ordinance; authorize the application of basic health and safety and/or NPHA standards, and expand permitted areas to more sections of the City.)  
 
2.    Recapture the City's Streets and Sidewalks for Public Use 
        (The Working Group has deliberated and formulated a plan to identify appx 50 vacant or unused parcels, buildings, and facilities -- both public and private -- in which "sanctioned encampments" of appx 40 inhabitants can be established for re-settlement of current unhoused occupant from parks, streets, and underpasses, with return of those facilities to broader public use.  The initial intent of this initiative would be self- administered encampments with minimal City expenditure and oversight.  Prominent issues include lease provisions for private facilities, alternative protection for the city against liability; and access to needed utilities.)  
 
3.    Develop a Humane Vehicle-Residence Policy   
        (The Working Group has deliberated and initiated the foundation of a humane vehicle-residence policy.). 
 
4.    Develop an Off-Street Vehicle Encampment Policy and Humane On-Street Parking Provisions 
        (The Working Group has deliberated and initiated the foundation of a humane vehicle parking policy.)    
 
5.    Survey and Provide Sufficient Heath & Sanitation Provisions & Services at Each Encampment of 6 or More Units 
 
6.    Develop a Prototype Lease to Waive & Release the City from Responsibility and Liability Relating to Homeless Operations   
 
7.    Identify Vacant and Unused Public and Private Parcels-Buildings-Facilities for Potential Temporary Shelter Utilization 
 
8.    Fund a "Pilot Program" to Establish a 100-Unit Comprehensive "Manufactured Campus Development," complete with Classrooms, Kitchen, Gym, Job Training   
 
9.    Fund a "Pilot Program" to Establish a Community of "Converted Shipping Containers"
 
10.    Fund a "Pilot Program" to Establish 2 or 3 Communities of "Small Homes"
 
11.    Implement a Program to Identify-Assess-Purchase & Landbank Appropriate Public and Private Real Estate for Permanent Inventory for the Lowest Affordability. 
 
12.    Provide and Approve a Budget That Appropriately Acknowledges Oakland's Homeless Epidemic of Approx $10M in the Initial Year and Appx $5M in Succeeding Years  
 
13.    Purchase by the City of a 3rd SRO Facility from Meas KK Residual Funds to be an Internally Administered Temporary Shelter Facility
 
14,    Develop and Implement a Humane "Sleeping in Public" Policy 
 
15.    Develop and Implement a Program to "Commission Homeless Persons at Livable Pay" for Needed & Useful Tasks
        
16.    Enhance Inter-Relations of HAWG.with ICAC and the General Faith Community 
 
17.    Authorize Designated HAWG Seats on the City's Encampment Management Committee   
 
18.    Develop a Comprehensive "Oakland Homelessness Plan" 
         (The Working Group has initiated the foundation of a comprehensive Homeless Plan.)   
 
19     Develop and Deploy a Humane Protocol for Shutting Down Encampments 
 
20.    Develop and Deploy De-Criminalization of Homeless Policies and Procedures, including policies for appropriate interaction between City Representatives and the Homeless Population   
 
21.    Mobilize the City's Capability and Readiness to Capture Federal-State-County Anti-Homelessness Funding Initiatives & Opportunities
