HAWG GOVERNANCE MATTERS
ISSUE: Use of the “Googlegroup.” The HAWG list continues to grow. To some degree, we all suffer from “email overload.” Sometimes the “Googlegroup” is used to communicate with, and/or is: cc: “All” with broad ranges of conversations. Often the subject of the communication may involve only two or just a few specific persons.
QUESTION: Should the HAWG “Googlegroup address” be used for:
Decision was also made that the “Googlegroup” should only be used for matters that are important to the entire listserv – otherwise inter-communications should be addressed to specific named persons ]
ISSUE: The “Start Time” of Meetings. The various issues addressed by HAWG agendas typically require more time than allotted. This is often exacerbated by waiting for a critical audience to arrive.
QUESTION: When Should HAWG Meetings Actually Get Started:
ISSUE: Time Allotment for Speakers on Agenda Items. Homeless issues are complex. Various persons have experiences to share that should be of interest and may be “teaching moments.” Also, solutions are not easy to develop and verbalize. Even so, it is a desire that the meeting should proceed rapidly and efficiently.
QUESTION: Should “A Desired Time Allotment” Be Established for Speakers at HAWG Meetings:
ISSUE: Standards of Decorum for Community Meetings of HAWG. (July 23, 2018) Decorum, courtesy, cooperation, attentiveness are required values by for efficient and productive conduct of, and facilitation of the business of the group. Recommendations of desired meeting procedures were proposed at the meetings of July 9 & July 23. All attendees unilaterally committed themselves to these standards
QUESTION: What should be the procedural standards that all agree and commit to for the conduct of HAWG meetings.

- Communications directed to the entire HAWG list
- No action needed.
- ALSO: Should “Googlegroup” continue to contain “names” that (have not) (do not) attend meetings.

- When attendance reaches “7” persons
- No action needed.

- Appx 2 minutes per speaker at a time … (can get back on stack)
- Appx 3 minutes per speaker at a time
- No action needed.

- Place phones on “Silent.”
- Speak with respect and dignity at all times, even when angry or frustrated.
- No crosstalk … One person … One mike. Recognized speakers should not be interrupted.
- Step up … Step back – Speak your peace; but respect and equitably share the space with others.
- Stay on topic and keep comments to two (2) minutes or less.
- Do not put the ideas of others down; offer suggestions with kindness and respect.
- Agenda items are meant to be actionable. As much as possible, speakers should reply to Agenda Items with proposals for the general consideration of the group, rather than speeches.
- HAWG is open to all. When inviting new attendees to a meeting, the attendee should be prepped Mission, intentions, and standards of HAWG meetings prior to their appearance at the meeting.
- HAWG is committed to gender equity. As much as possible, the “speaker stacker” should rotate among genders. When one gender has been dominant, the neglected gender shall be advanced in the stack.
- “Points of Order” and “Points of Procedure” must be deemed appropriate by the “speaker stacker,” prior to being given the floor.
